It was opened in November of 1993 with the initiative and support of Goethe Institute (Munich). The Reading Room collection (about 7 thousand copies) includes reference books, encyclopedias, dictionaries, books on different fields of knowledge, magazines, audio materials, and video films from Germany. The collection increases annually. The books are open access and are arranged in a systematic manner; they are included in the electronic catalogue of the library. The librarians advise and assist with searching for information and fulfilling inquiries. There are two working places equipped with computers with access to the electronic catalogue of the Research Library, TSU e-library, and electronic scientific and educational resources, including those remotely accessed.
